Weird Redneck Wiring Issue? EFI help

hello
I'm new to this forum but not to off roading. Anyways, here's the issue: I need to get my check engine light working for emissions testing. So I was looking for blown fuses and stuff first. I found that the EFI fuse under the hood was blown. (15amp). I replaced it, started the car, and the light worked like it should. However, when i went to turn the car off, it wouldn't turn off. I went and pulled the fuse, and it died.
I checked the factory service manual (1985) to FI26. That diagram shows this circuit.
If the EFI main relay were dead, could it have been hot-wired by the previous owner to do this? I need someone who knows this EFI system.

And for reading that annoying long post, here's some picks of my previous rig. In order are my toyota after new tires, as it sits now, and my previous heep

a diagram would help a lot. I've been working out of a 1985 factory service manual in a PDF file. I can't find anything. Its over 1000 pages long.

Its a 1991 22RE. The engine may not be original to this car. The truck was originally a 2wd, but was converted by the previous owner. The engine came from a 4wd. I know this because the radiator hoses...the metal ones on the block...are in the 4wd configuration, not the 2wd. (Hope that made sense)
22re 5spd 1991 what else do you need to get a schematic?

BTW: I bought this truck right after a homeade SAS and have been working since august to make it road worthy (high steer, new front axle casing, new gears, new body mounts, new seats, etc.)
My previous jeep, when i sold it, had a 4.5" lift and 32s. I took that from bone stock to that stance without having anything put on for me. I prefer to do all my own work.
