Voltage at A/C VSV plug

Voltage at A/C VSV plug
Hey everyone,
I have a lot of automotive experience, but I don't have too much experience with Toyota specific stuff. I recently bought an '87 4runner and I'm trying to sort out the various bugs it has.
The a/c idle-up VSV on my truck is shot. There is infinite resistance between the terminals. I found another VSV to replace it, but I'm concerned about the voltage at the electrical connection for the VSV. It gets 12+ volts when the a/c switch is on, but it gets about 5 volts when the a/c switch is off.
Should there be 5 volts at the plug with the a/c switch off, or should there be zero volts?

I went backed and checked the voltage again just to be sure I was correct about my previous post. I found that I'm also getting 5 volts at the plug even when the ignition switch is in the "off" position. This definitely seems wrong to me, but maybe someone else would know for sure.

Thanks for the help. At least I have the proper voltage when the truck is running. I'll have to look into why there would still be 5 volts when the ign switch is off.
I think I may have accidentally found a used VSV locally, but I won't know until tonight. I went to the dealer and they quoted me about $120 for a new one.

mine's agrivating me on my 91... sometimes it'll work, but most of the time it will not...
if I sit and idle (at like 500 RPMs mind you) for about 15 minutes and let the engine bay get nice and toasty, BAM, it'll kick in and work and the idle will come up... I don't understand it... and I've replaced the darned thing twice...
but maybe I should check the volatage at the plug, lol
