valve clearance issue

Little stumped here.... bought a 92 pickup with the 22re. Long story short the head gasket was blown and head was screwed so I decided to rebuild the entire thing. Everything is back together and I wanted to set the valve clearance cold. I start out by putting it tdc and noticed the the clearance was very excessive like .030 to .050 so I had to make a big adjustment to get the required .008 and .012. Im beating myself trying to figure out why there was so much gap starting out. When I replace the head I got a complete assembled unit with cam. The adjusting studs now only stick out of the nuts about 3/32" on the exhaust side and maybe an 1/8" on the intake. Does all this stuff sound correct. Im just trying to get a warm fuzzy before starting. Also to add when I put it at tdc the valves at #1 were very loose and the ones at #4 still had play in them but not much. I heard the truck run when I bought it and it wasnt ticking like crazy like they were way off.

You got a whole new head. All the adjustment are going to be off.
