Vacuum line rail replacement...3.0

I am finally gonna dig into my 3.0 88 4Runner (spark plugs, wires, PCV, vacuum hoses, coolant etc). While I am in there and I have the plenum off I'd like to do something about the vacuum line rail. It's rusted pretty bad, but what really annoys me is that one of the metal lines is cut and appears to be bypassed with some fuel line. Can someone confirm what the cut line goes to in red? And are these hard lines only vacuum? Or do they actually carry fuel/coolant? Found one on eBay for like $35 for lines in much better condition. If it wasn't for the cut line I'd probably just leave it.

Looks like it’s the fuel return line that goes from the FPR back to the rear of the plenum on the passenger side.

Yeah. Given that the hose says "FUEL LINE" I assumed it was for fuel. I mean if I am taking everything apart then it doesn't really matter. I'm going to need to hook it all back up again anyway.

I’m not really sure what to make of your reply? I was saying your hard line that was bypassed was for the fuel return off of the FPR.

I was assuming it carried fuel because that rubber line they used to bypass it says “fuel line don’t kink” on it. I was just trying to figure out if it actually carried fuel or they just used fuel line to patch a vacuum line. I assumed it carried fuel but just wanted to confirm.
