did you get the correct TPS?
There are at least 2 different TPS part numbers I'm aware of, and possibly more.

If you had to turn the new TPS to get it on then it is the wrong one. The two types are 90 degrees different.

I did have to turn it a little to get it on it was holding the throttle a little open so i figured it was the wrong one but why would it not want to rev up past 2800 with the old one now?

If you only had to turn it a little it should be the right one. You would have to turn it 90 degrees if it was wrong. Sounds like a AFM problem but you say you swapped it......

Yea the truck ran good just was hard to restart because the old tps wouldnt return to 0,when i put the new one on it would crank and instantly run up to about 4k i thought it might be bad so i put the old one back on and now it wont rev past 2500 it cranks good and is smooth until then but at 2500 it bounces like on a rev limiter i set the tps and checked timing im stumped beyond belief

That bouncing is the fuel cutoff. Do you have your temp sensors plugged in? I know that once in "open loop" a high idle will cause the bouncing idle but up at 2500 I am not sure. Is the truck an auto or manual? Auto's might do that because you are in park.

The temp sensor is plugged in and its a manual its the craziest thing ive ever seen the tps is set(per 4crawler) the timing is dead on as soon as you bump the starter it fires right off idles at 750-800 and has instant throttle response just wont rev i need backup call in the troops lol

Ok heres what i got so far the new throttle position sensor was bad so i reinstalled the old 1 now it wont rev past 2k ive checked the timing, tps position, afm and even ran a fuel pump jumper wire to eliminate the possiblity of a fuel cut off problem, i removed the trottle body and cleaned the butterfly and all ports ive sprayed the whole motor down checking for air leaks and still got nuthin ne ides?????????(oh yea the old tps wasnt even bad it was stuck i removed it and cleaned it and it works fine now)

Take your TPS off...
figure out which way the throttle plate / shaft moves when you press the pedal down
rotate your TPS 90 degrees in that direction
slide the TPS on to the throttle shaft / body
rotate your TPS back the other direction until the screw holes line up and put the screws in
adjust the TPS.

the mechanism in the TPS is spring loaded so you can't just slide it on the shaft and call it betty.
you have to make sure that the throttle engages the TPS all the way from idle to WOT.

So when it gets to 2k it starts bouncing right? Are you sure that you hooked the vacuum lines up properly? The ones around the throttle body? Try pulling the vacuum line off the fuel regulator on the fuel rail.
Another thing to check is that the E1 to IDLE switch in the TPS opens when he throttle starts to open (resistance is low at throttle closed then jumps to infinity when you start to open).
