Timing not advancing

I replaced the distributor on my 22re jumped the connectors and set the timing to 5 but when i pulled the jumper wire off the timing should advance but it stays on 5. Truck is extremely sluggish like this worked fine before. This just happened after I put in the new distributor. Can't figure out what may have gone wrong?

If it's like my 3VZE it could be the TPS is not adjusted properly.

I had a similar problem (mine wasn't retarding) and adjusting the TPS fixed that.

That is pretty classic sign of having a bad TPS or it being out of adjustment.
