Timing Mystery

Hey...I'm wondering if anyone's got an answer to this mystery. I'm just trying to set the timing. 91 4runner with a newer 2013 3VZE engine. Car warmed up E1 circuit shorted so check engine is blinking. With the timing light on #1 plug and shining on the TDC notch on the crank pulley, the TDC mark slowly makes it's way around and comes up on the other side. Faster when it's advanced(?) (Distributor pushed down) and slower when I slide the distributor all the way up (with the nut loosened). If it had more room to go up then I feel the TDC would stop and I could get it on the 10 degrees BTDC setting but it just keeps moving past the 10 on to the 15 then I gotta wait for it to come all the way around again to give it another try. Why does it do that?

Just a little background, just replaced the TPS and set it correctly with continuity tester (car shifts nicely, it was having trouble before. The code it was throwing out was 41 (TPS), I cleared the code and now it just blinks. In the process I also cleaned the throttle body and replaced the rotor and distributor cap. It runs best with the timing fully retarded(?)...dist all the way slid down but it seems to want to be slid up further....? I checked the threads but couldn't find anything, Any Help Appreciated - Thanks!

Problem solved

The problem was the harmonic balancer (crank pulley) was slipping

Yes....right! it is a 2013 3VZE...was warrantied until 2016 (3 yrs)...but not anymore
