Timing Belt Help ASAP

PLEASE HELP!!!!!
I am replacing the head gasket on my 95 3VZ-E 4Runner. I have everything going back together but I am having trouble with the timing belt. I bought a brand new belt from Toyota today and when I install it and line the crank, left and right pully up with the marks and then install the tensioner everything feels tight. when I rotate the belt once around the marks are one tooth off. Also I hear a clicking noise on the two cam pullys, I am guessing it is at the point where the springs are forcing the cam around. Is that correct.

Thanks in advance for everyone's help. I'm going to sit in front of the computer for the next hour or so hoping someone will respond and help me get this fixed tonight!!!

The crank has to be turned 2 full revolutions (from tdc) to see if the cams retain their alignment.

Yes I have the FSM. I rotated the crank a total of 4 times, which means the belt went around one full time. Every time there after I rotate the crank 4 times it gets off another tooth. I.E. if if rotate the belt around 3 full times the marks are off by 3 teeth.

So far I've been reading the stuff in the forums and it looks like I'm the only person to ever have this problem. I've gone through the book 6 times I'm totaly stumped???

I'm an idiot ... I'm trying to measure the marking on the belt not on the pullies. Please correct me if I'm wrong. If I make two full rotations on the crank and the two cams are in the right spot then it is done correctly? That being said is it normal for the cams to make a cluncking noise because of the releaving of the pressure of the valve springs?

the marks on the timing belt i believe will only line up once, when you install it. As long as you are on TDC with the cams and the crank lined up with their marks then you are golden!
