timing and backfiring issues, please help!

My 89 3vze is having problems that I am just stumped on...
The problem I am having is that..
1. I CANNOT get my timing right. I have checked and had other people double check my work on timing belt alignment. the truck runs, however when I try to time it with the timing light the closest I can get is 5 degrees BTDC or 19 BTDC by moving the distributor 1 tooth either direction.
2. When running it wants to back fire up the intake. It has no power when driving

Soo with that said here is what I know.. New fuel pump, TPS is working correct, MAF is working correct. There is NO CEL codes.. not one ever and the light works. Cylinder compression is between 175-182 for all.

Any help would be greatly appreciated so I can have a vehicle running.

Check all tubing and intake for a vacuum leak. A small crack can cause problems.

All brand new vacuum lines on it. It was running and driving fine then like a light switch starting backfiring and had no power

How long was it running and driving fine? If you put all new hoses on there then maybe one developed a crack in it. They don't make stuff like they used to is a saying for a reason. You can spray carb cleaner around your hoses and listen for the engine to race. I don't know much about the 3.0's but on the 22re. Even a very small vacuum leak will cause strange issues. Good luck keep us posted.

Now when you say no CEL codes are you just looking for the light of have you jumped the ports and counted the flashes? Many codes will not trip the light. Just throwing it out there.
