This is what the fsm says for the adjustment

3. INSPECT THROTTLE CABLE
(a) Depress the accelerator pedal all the way and check
that the throttle valve opens fully.
HINT: If the valve does not open fully, adjust the accel–
erator cable.
(b) Fully depress the accelerator pedal.
(c) Measure the distance between the end of the boot
and stopper on the cable.
Standard distance: 0–1 mm (0–0.04 in.)
If the distance is not standard, adjust the cable by the
adjusting nuts.


My problem is that i cant adjust my cable to where it needs to be, any ideas?

 

Well depending on if its to short or too long (thinking long is the case) you may be able to get under the dash and use a zip tie between the accel cable and the white bushing on the top of the gas pedal.....hard to explain i will take pics if needed....have done this before for a stretched cable in my ranger and worked awesome

 

the cable adjustment that you've posted is for the cable to the transmission not the actual throttle cable that you operate to open the throttle.

the main throttle cable needs to be adjusted so that the throttle opens all the way when the pedal is pressed to the floor. And you should make sure that there is some freeplay at rest. the adjustment is made by loosening and moving the two opposing nuts on the bracket that holds the cable on the intake manifold.
