After a couple weeks of surging idle i found the problem. I had installed a stant t-stat and was wondering if that had anything to do with my problems along with any left over air bubbles. sure enough i installed a toyota brand t-stat and burped the air from the system and all is well

I fixed my idle surging while foot on the brakes issue this week too. It turned out to be a high idle vs ECM problem. THANKS YOTATECH!!!
