Super Loud Sound -- Possibly Power Steering?

Well, the other day as I was driving to work in my 1991 6cyl 4runner (on ice and in 4 hi) my car made an awful sound. Here is a list of possibly helpful info on diagnosing the problem.
  • A very loud, mid range, vibration type sound.
  • It doesn't happen when I'm stopped or going slow (at first it was at speeds higher than 10mph, now down to 5mph).
  • The sound would come and go as it pleased (in 4 hi or 2 hi) and doesn't sound like it has to do with the rpms.
  • You can hear the sound wind down as the speed is decreased.
  • I tried quick accelerations and braking to make it start or stop, without success.
  • However, making quick right jolts with the steering wheel will make it stop. Then the sound will resume about a 1/4 mile later (probably look like a crazy drunk to my fellow drivers).
  • Doing the same quick jolts to left has no effect.
  • Also, there is an accompanying vibration that both myself and front seat passenger can feel with our feet.
  • I did check the power steering fluid when it first started happening and it was dry. I had to put quite a bit in to fill it back up.
  • Also, this started right after a big ice storm where all the cars were encased in about 1/2" to 3/4" of solid ice.

Thanks

just a side note: you used dexron ATF (or at least DexMerc fluid) to fill the power steering pump, not "power steering fluid" right?

My gut is telling me 4runner with ADD = bad CV's. With ADD the CV's turn all the time because you can't unlock the hubs. What condition are the CV axles in?
