I put mine in 4low all the time without the hubs locked in and my front end doesn't make any noise at all unless they are actually locked in.

Ever grease your hubs?

(Like I ever have myself... )

Just take the hub apart and make sure the lock ring is disengaging... It might need some grease.

Do you have a front locker, or is the T-case not disengaging (double neg?)

No i do not have a front locker, and i just finnished greasing my hubs and repacking my barrings. I dont really know if the T-case is disengaging or not, is their an easy way to tell? I know i can tell when i put it into 4lo, but no so much in 4hi.

Sounds like you might have reinstalled something wrong if you just finished opening up the front axle.

The front driveshaft spins if the t-case is engaged.

jack it up, turn the tires and see what's locked in.
