also it has 2 problems and i was wondering if they were common
1. occassionally the brights flash for no apparent reason
2. my dad says the back window only works when the weather is good is this maybe a bad motor or a crappy wiring problem that i could easily fix...

IT goes faster then 75 and I know it for a fact, I got a ticket last summer for doing about 90 in a 60 with 33's and stock gearing, I had it rapped out in third as hard as I could and held it to the floor in 4th for a while...

Id suggest a tune up, valve adjustment, timing, and maybe fluids change. I have an 87 with 242,000 miles on my Runner with 33 inch tires and 4:88 gears. Holding 80mph is not an issue. I don't push much further than that. Got the Lexus for that.
Also check the cat to make sure it's not plugged.

my 88 4Runner will hit 70-75 in 3rd gear with stock gears and 31" tires.
I've had the speedo pegged in 4th gear too (probably near 100mph).
1 thing- don't be afraid to rev it up to 5000 rpm's. The engine will handle it... it may sound like someone is putting a Dremel to a parakeet, but it will rev that high.
Otherwise... nothing cheap for more power on the 4cyl. A header maybe... but it costs money to get power from our engines.

I had an issue with my headlights turning off completely for no reason, talk about sketchy driving. It ended up being a bad headlight combo switch, I pulled one off of a truck at the junkyard and the problem was solved.

ok so it's not completely stock it has a 2-5 inch lift i dunno exactly and it has bigger tires i'm sure i messed with the distributor a bit and now it runs way better thnx for all your suggestions also i've heard switching which side the battery and intake air box are on does wonders anyone know for sure?

Check the usual suspects like air filter, etc -- the commonly neglected items, and just replace them with their new replacements; no specialized pricey performance parts; you won't see the return from the additional expense.
As others have said, the 22RE is more than capable of pushing a bit past 100 mph... I've had mine up near 105 mph when I was a little bit younger, and a lot dumber
Stay safe!

When I got my truck it was owned by an old dude, one owner before me, and it ran cruddy, you can always tell after someone old has previously owned a vehicle, I started driving it hard, and I mean HARD, rapping it out to six grand on a daily basis, and it purrs like a kitten now.. sometimes you just gotta beat on 'em a bit.. Get some carbon off the pistons..

Years ago when I first got my truck, threw some injector/intake kleen in there and revved it to 6000-6300rpm a few times..
She ran great after!!
