Jiggle the wheel back and forth semi-gently as you turn it to accessory. That usually helps unlock it.

Take new ignition lock cylinder out, there is a cam inside the when you turn the ignition to ACC it turns this spring loaded cam which activates and deactivates the steering wheel lock via by a turning cam like a cam shaft lobe and at the bottom there is a key way the cam goes into one way at the very bottom and when it is turned it locks in and will not pop out till you turn it the other way and it comes out and lube the cam with grease before you put it back in, and the back of your ignition switch has a shaft stinking out that fits into that ignition cam shaft steering wheel lock that all has to line up the right way to work the right way, look at my thread post 215, I switch locks cylinder from doing a tilt wheel swap in and it explains about the cam and how it's fits in there, there the same on tilt and not tilt wheels, I hope this helps. I wish I took pictures :{ but it's very easy compaired to there items to fix and like I said it only works right the one way so somewhere it's not aligned/attached right...Good Luck I hope you get it figured out!!!!

I've just started having this problem after the same exact part swap in my mothers 94 forerunner. Googled "wheel locks in on position" this was the first thing to come up! Life saver I'm hoping, going to reset the ignition cylinder tomorrow, but I'm curious. Do I need to remove the ignition switch again to set it correctly? I'd love to avoid that, and just pull the cylinder, I need to know so I can make sure to get it right the first time.
Thanks,
Morgan
