Speedometer Cable Removal

Hey guys, I'm trying to clean out the old lube from my speedo cable and re-lube it, but I can't get the cable out of the jacket. I've disconnected it at the tranny and the dash, but it won't pull out... it looks like there is a washer on the top of the cable at the dash that prevents it from entering the tube... how do you get this out? I can't seem to screw off the washer that is holding it in.

1987 4Runner, SR5 22RE.

Ive never removed the cable from the jacket...

There is one or two body "bend over" tabs that hold the cable to the body if you are trying to R&R the entire cable.

Everything I've read says that you can pull it from the jacket to re-lubricate it? It seems easy in all the instructions, but I can't seem to pull it... it's getting stopped at the dash.
