Soft pedal with line lock

Soft pedal with line lock
I am wondering if anyone has had issues with adding line locks and a soft pedal. I have been trying to troubleshoot this issue with no success.
I am using a motive pressure bleeder and also two person bleed. I have bleed the master to confirm no air trapped and have tried swapping masters twice, same result.
My set up is 94 Toyota 4Runner SAS. Using factory v6 calipers up front. Rear has been swapped to disc using Lceperformance rear brake disc conversion. I have a 94 fzj80 non abs master. Brakes were great with this set up. Then I decided to add line locks after doing an auto to manual swap.
-first I instead a manual ball valve type line lock using 3an SS braided line and fittings. Installed the line lock next to my shifter in cab. Set this up for the rear but got a soft pedal. Switched it to the front brakes got the same soft pedal. In the process, I tried 2 other MC and bleed the system with the pressure bleeder and also two person. I used the shortest 3an lines I could. Went back to the way I had it and got a firm pedal.
-next I tried a biondo electric line lock using hard lines. Installed the line lock next to the MC for the front brakes. Finally got a firm brake pedal. However, when I went to install a second biondo for the rear brakes, the pedal is soft. Went back to just one biondo on the front brakes, Got a firm pedal.
anyone have any experience with this? Is the MC just not able to move enough fluid in each case that I had a soft pedal?
