runs poorly unless I heat it up and turn it off and on

Like title says, i have a 22r that runs very poorly black smoke like crazy dies at idle after 4 or 5 seconds misses like nobody's business during acceleration. I have to drive it until the engine is all warmed up then turn it off wait a few seconds and turn it back on, then it runs great.

It does not matter how long i let it warm up for it will not start running better until i turn it off and on again. Once a do that once it will continue to run good no matter how many times i restart it unless i let it cool down again.

Any ideas? This is my first run in with a carb engine and i have no idea what i am doing.
