They're TTA bolts; they're going to be too tight and they're going to be stretched if he does that.

You don't re-torque TTA bolts. This thread applies specifically to the 22R/RE engines which use regular bolts that can be re-torqued. You'll find more relevant information in the Tacoma forum.
