question about rust repair and prevention

I had a look under the bedliner of my new-to-me 94 pickup today. There's a few rust holes, and a few spots that aren't holes yet but will soon become. The rot is starting in the wheelwells, and the holes are in the corners made by the wheelwells and box sides, and directly on top of the wheelwells.

Is it possible to have a piece of sheet metal welded over the holes as a patch? The curvature of the location seems like it'd make it a difficult fix. Any ideas about that?

Assuming I can get these holes repaired, my plan is to coat the entire bed, top and bottom, with POR15. I'll keep the drop in bedliner so you won't even know the POR15 is there. I figure that's the best insurance for stopping rust. What's the best way to get the paint off the box? A wire wheel or something similar? Is this even worth it?

The short answer to your question is that you need to get all the rust out. Get it down to bare metal, treat it with a rust inhibitor and paint it right away. Primer is not paint- if you prime it and leave it even for a few days, oxidation will occur through the primer.
