Power Windows and AC?Heater NOT Working

Here's what doesn't work:

Power Windows (all switches at all four doors)
AC/Heater/Air Control Panel (will not turn on)

Here's what does work:

Power locks
Power adjustment for side mirror
Rear Window

Here's what I did:

Took instrument cluster out to tape indiglo face gauges over the factory ones

Anybody know what could cause my Power Windows and AC/Heater to not work at the same time. When I turned the car back on those two things did not work.

most toyotas have a circuit breaker for the heater fan. check it, it's usually in the passenger kick panel.
