pinion flange problem

I believe they just used the old one since there was about 40K miles on the 3rd. I did not put any RTV on the shaft. I was wondering how this metal on metal was going to seal when putting it all together.

Should I pull apart, replace seal, and RTV the shaft? When pulled off the old flange, the shop had apply some silicone glue in side the flange splines...
