Passing Emissions

Passing Emissions
Hey Guys, i need a lil help here, my 94yota wont pass the emissions test. The HC is the only fail.
I have -
- New Plugs+Wires+Cap+Button
- New Head
- New Valves+cam
I have 33's tires
I did find a loose vacume hose on the Pressure Regulator
( Would using stock wheels and tires help PASS??)
