Overheating question.

Overheating question.

I have a 1989 4x4 with 22RE. Is it normal for the temperature gauge to get above the halfway point while sitting in a drive-thru? Once i started driving again the needle came down to about 1/4 on the gauge. It was only in the mid 60's outside today. Radiator and thermostat are only a year old, and radiator has plenty of fluid in it. Could I have a problem with my fan?
