oil check procedure- warm/cold levels

Am I supposed to check oil levels when truck is cold or warm? I've noticed a huge discrepancy between cold and warm levels. Normal?
Oil stick is always low when cold, but when truck warms up, it reads much higher... I thought it was supposed to be the other way around. When truck was warm, I thought oil level should be lower since there should be oil dripping back down from valve cover.
Oil pressure reads normal as I understand... Just over 1/4 when idling and just touching 1/2 when revving around 2700+.
So basically.. am I supposed to be checking cold or warm and is it normal that my oil line reads much higher after truck has been running?
If it matters, I seem to burn about 1 liter of oil every 4-500 kms. Not sure how though. I did a compression test and all cylinders were high and even. about 160 I believe offhand, but it's been awhile.
