NO2 Emissions Issue

The truck is an 89 22re SAS Pickup. It just failed NYS emissions testing due to NO2 readouts. Now I bought the truck in NJ and this is the first time I have tried to get it inspected. I am thinking it is either the EGR valve or cat. Any other ideas? I bought another egr valve, but cant see any way to get to those 3 bolts that hold it to the block. Is there a way to test it instead? Any suggestions or tips to reduce the NO2 numbers would be appreciated.

last time i had to get emissions i also failed the NO2 test. I ran a full bottle of "Emissions Pass" through a tank then went back and it passed

High NO2 is usually an EGR problem. You can check the valve by applying vacuum directly to it at idle. If it's opening properly and not clogged the engine should stumble and nearly stall. If nothing happens then the valve could be faulty, or more likely the passage is clogged with carbon.
