No power steer at idle

I wonder if your pump is just old. I remember my old 1995 Corolla had a similar problem with the A/C. At idle, it was barely cold enough, and the fan would struggle to blow air, but at 1500 rpm, it was working fine. It might also be an issue with the engine not compensating with enough power to drive your PS pump. Make sure you have enough fluid; if you do, maybe it's worth trying to replace the fluid if it's old.
The other culprit could be air in the system, often caused by leaks. Listen for hissing when you turn, or look for leaks around the plumbing and along the steering rack - probably on the right side where your plumbing is.

Make sure the idle up valve is working right:

Very common for the vacuum lines to get clogged and if so, no idle speed boost when you turn the steering wheel.
