NEW HG overheating Specific Question

I have read almost of the threads I can find on the topic...

I installed new FelPro HG on my 92 4runner. I am 99% sure I put them on the correct way, BUT, I keep overheating with the T-Stat installed.
If I take the T-stat out I run slightly below normal temps and the top and bottom radiator hoses are the same luke warm temp, which I believe means I have coolant flowing through the system.

I took the top radiator hose off, and blew into the radiator and coolant came gushing out the top hose from the engine, which I THINK means that the HG must be installed correctly.

QUESTION: IF I have coolant flowing both directions through the engine does that mean the HG is installed correctly?

I also used a hose and shot water into the top radiator hose and water came out the bottom hose, so I don't think there is a block in the engine.

When I drive with the T-stat installed the bottom hose stays ice cold and the top hose is VERY hot. When I drive with the T-stat out the bottom hose also gets hot, which I again, think means the HG is installed correctly.

I think the PO used some sort of stop leak crap in the radiator before I bought it.

I have burped the coolant system by parking on a steep hill and turned the heater on full blast.

Here is what I have done:
New Radiator, New Clutch Fan, New OEM T-Stat, new top and bottom rad hoses

Any idea what I should try next?
