Those tires are often installed as OE tires. They are frequently taken off near new by tire shops when they install better tires. Try calling around, or look at CL.

 

find u a used tire shop that has "take offs" when people buy new cars sometimes they will go and get there already new tires changed for something else i found some cheap but im at the otehr side of the states than you

 

Or retreads. Stonetire.com sells 31's for about $65 each.
