well pressure regulator tested the same as the used one that I bought.. so that wast not the problem... but what I did manage to find in this process was that I had a broken injector.. not leaky... not cracked... broken....so fuel was able to leak out at all times around the broken area of the nozel. So all injectors have been replaced. It is a personal reason and time to not want to throw money at a vehicle.... I owned if for 16 years and then sold it to my nephew... who in turn never finished paying for it and returned it a year and a half later because he wanted to move to Hawaii. He returned it in bad shape... now I have had to put in over $500 just to try to get it to pass emissions. He did not take care of it... or treat it right... and when you take pride in taking care of something for 16 years and then sell it to family only to have it returned broken and in need some serious repairs it gets extremely frustrating. Especially when money and time are tight.
So with that I am going to test tomorrow. I am fairly confident that my broken injector has been the root cause of my situation. We shall see tomorrow.

Like I said,not trying to be a peckerhead.My wife ever sees all the recepts for my rebuild on my 92{not just the ones she thinks are legit},I am cooked. $2500 engine in a 2k truck.Before I started doing emissions inspects I couldnt tell you what any of that stuff did.Now I look at it and it makes sense to me.I just hate seeing anyone drop lots of parts and cash in trying to fix a small prob.Good luck with it,hope that squares it up.

I understand... my wife has been the one funding the fixes for this one as I am tapped...but the good news that pigs do fly. replacing the busted injector and the others has fixed the issue.
New test results:
HC 1.5461 reading 3.0000 limit PASS
CO 7.8195 reading 25.0000 limit PASS
CO2 404.9521 reading (no limit set)
NOx 2.0288 reading 5.0000 limit PASS

Thanks to all who have replied with options and advice on what to look for. Not being a mechanic but a person who can understand and work on vehicles... it has been frustrating because of the year and a half gap where I knew nothing of the condition of the vehicle and to have to trouble shoot issues where the history of maintenance and things is critical.

I am happy once again ... now that I can prove that pigs do fly.....
