what you could have done temporarily was to remove the drive flanges off the hubs so the axles wouldn't be locked to the hubs and drive it. If the noise went away then you'd know it was the brass bushings, or if it was there then you'd know it was deeper.

FIXED!!! It was the spindle bearings. Thanks for everyone's input.

The bushings were about 55 bucks per side. I also replaced the c clips - those were about 3 bucks each.
