Motor building a lot of vaccum pressure! help

I have a 22r with a webber. i was adjusting my carb when i noticed the lower left side of my timing cover was leaking oil right by the oil pump channel. Anyways so i thought my motor was forcing out the oil, (motor has less then 30,000) so i thought i would take my oil cap off. There is so much vacuum that it sucks the oil cap on pretty good? So help me out, Vaccum hard at the top, then blowing oil at the bottom left of the timing cover.... I drove it home from work the day before, then came out in the morning and its ˟˟˟˟! It starts and runs okay. thanks and any help greatly appr. And it just started leaking today, there have been zero problems with this motor before this.

Borrow or buy a vacuum gauge and find out if the reading is excessive. Try checking the pcv valve.

I have no smog stuff on my truck I dont think i have a pcv valve? its not on either of the two hoses coming from my valve cover. And I'm positive there is way to much vaccum. im geussing around 20 psi or so. i mean it really sucks down on the oil cap when i unscrew it. Maybe a Valve? Thanks for what help i got just hoping someone has gone threw this cause i havent heard of this in my 10 years of toyota-ing......

Where would the pcv valve be since i have a webber and no stock carb? if i have one?
