Limiting strap mounting

I just installed a Pro Comp 4" lift on my 94 4runner, but haven't put the limiting straps on. I drilled a 1/2" hole under the shock mount, and the instructions say

"NOTE: The mounting brackets offset
should face away from the attaching points to
gain clearance."

But mine aren't offset and won't bolt flat to the bottom shock mount because it hits the shock body. I called Pro Comp and they said they are all universal and none of them are offset. I tried to explain the instructions SPECIFICALLY say they are offset, so somehow, someway, they must have been at some point. He basically told me to figure it out myself. I tried putting it into a vice and used a rubber mallet to bend it myself, but that didn't do anything. I can't use heat or a heavier hammer because it'll just damage the nylon.

And even the location of the upper mounting point seems questionable. The metal isn't even 1/8" thick. Has anyone installed Pro Comp limiting straps effectively and where did you mount it? Oh, and these are just the rear ones. It didn't come with any for the front.
