The other trick for high HCs is this:

Run your tank to almost empty, like 1/8th tank. Pour in two bottles of Heet into the gas tank (it's moisture remover). Go get tested, and once you pass immediately fill up your gas tank.

Also, remember to get the car nice and hot before you test. Those cats only work when hot.

Looks like I read this thread a little late. I had the same problem with my truck here in MA. We recently adopted emmissions standarfs very similar to CA emmissions standards. I rebuilt my motor and had it fail because of a bad cat. Mine was easy though. Free retest and a $99 cat from Advanced Auto did the trick. I didn't need the higher octane b ut I also rebuilt mine to stock specs.
