hmmm, maybe check your brake booster line for starters.

The brake booster unit it self could be leaking. You may not notice the problem when the truck is cold because the idle is alot higher and the fuel mixture is alot fatter. The brake booster is easy to check. warm up the truck then run the truck untill the idle starts surging then remove the vacuum line from the booster unit and plug the line. If the suging stops replace your booster. let us know what happens.

Had the same problem with my 94 22re and did a search and found out that I had my idle set to high.

It seems from the info that I found on this or another toy site that there is a link between the fuel injection system and the brakes in that when you apply the brakes it send a signal to the computer to tell the fuel injection to slow the flow of fuel so the EPA is happy.

I noticed this idle issue mainly with the AC on at traffic lights and the like. I lowered the idle one turn and I no longer have the issue with the idle.

You could also have a vaccum leak in one of the many hose that the EPA has forced Toyota to install since the 22re is a dirty motor.
