Idle RPMs?

Upon cold start of my 3.0 5 speed, the idle goes to about 1900 rpms. After about 1 minute it comes down to 1100 rpms. I have code 21.

Would the o2 sensor be messing with the idle?
Whats the normal idle supposed to be, like 750?

Code 21 was caused of frayed/shorted wires to my O2 sensor. This code had nothing to do with my idle.

Normal idle is supposed to be 800 RPMs when warm. At this setting it cold idles at around 1200 RPMs.

I used the factory idle screw on the throttle body to adjust it when it was warm. I have yet to check the timing. I am not paying $42 for a timing light, and no one rents them around here.

I updated this post with this information just in case someone finds this while searching.
