I'd surf Amazon or parts stores, ya can get a 49 state legal one for...40 bucks or so. I'm no environmentalist, by any means, but I've been places with ZERO emissions controls, and I'll never be like those people, just not giving a rat's ass...keep it on.

most muffler shops will pull the converter and visually inspect it, i.e. shine a light through it to verify restriction, some will install a test pipe AND test drive it then remove the pipe aftewards.

Anther thing to check for besides vacuum leaks are the valve adjustments
