That's what's got me confused the green box is the starter relay but all of the FSMs that I've looked at not only says that that should be the backup relay it doesn't even say where the starter relay should be at all.

Did you check the horn it self ?. I had the horn on my 86 4Runner go bad,

The contact in the steering wheel can be the culprit but also the circuit goes through the actual column.
Blast the bearings on the steering shaft (in the dash) with WD-40 to clean the crud out. My horn slowing died on me, turned out to be crud in the bearings.

I'm working on the same issue with my 90 4runner. Everything I've found shows a relay attached to that white panel, about half way up. I can see that you have the same setup as mine (no relay clipped on). Did you ever get to the bottom of this? My switch is good, fuse is good, horns are good. No honk. Thanks!

....usually it's the contacts in the steering wheel.
