High CO emissions. Need help

Hey guys hoping you all can lead me into the right direction on this one. I can't seem to pass my emissions test (failed twice already) High CO levels. Everything else I pass. Good on HC and good on NOX I've put a new o2 sensor. New catalytic and new Coolant temperature sensor. Any ideas of what and where to look at next ?
