i just got this 1994 4runner I have add hubs and i have already converted to manual aisin hubs but my wheels still spin freely i was thinking maybe the actuater or maybe a vacume line thanks for helping

Did the 4WD work with ADD? As in all 4 wheels had power?
Manual hubs are bolt on for ADD so only 2 things could be wrong, ADD system was not working properly beforehand or your hubs were put together improperly.
Either the big spring on the hubs is upside down, flat part should be on the hub gear, which will cause the hub gear not to actuate or too much grease and the hub gear is stuck. This is assuming all the internal parts are there.

Well if your ADD didn't work before, putting manual hubs on isn't going to fix it.
Ok,It's been a while since I've had ADD but I'll try to explain this simply.
A. D. D. = Automatic Differntial Disconnect.
Someone correct me if I have this wrong. There is a vacuum operated shift fork on the side of the front differential that engages and disengages the cv axles, (well only one actually I think) from the front diff. Thus engaging and disengaging the front wheel drive portion of your 4 wheel drive. That's a bit simplified but you get the idea.
What manual hubs do is engage and disengage your WHEELS frrom the CV axles.
Thus putting manual hubs on does nothing to fix your 4wheel drive problem. Assuming that is what you meant by "Spinning freely???"

i got it all fixed looked at the wed page that eric the red posted and decided to mess around with the hoses then i engaged 4hi then did a quick but slow u turn and felt my tire binding which to me means that i am in 4 wheel drive right anyway thanks for all your help . another thing is there any reason that the 4x4 light wont come on im thinking its just burnt out thanks

The 4wd light is controlled by a switch in the front diff. Check on the diff near where the ADD vacuum hoses attach and make sure the 2 wire plug is connected. If it's not that it could be the bulb.
