Heater/Fan issues.

Heater/Fan issues.
88' 4Runner Deluxe
Ever since I bought the truck last year, the heater fan never worked quite right. It would turn on @ #3 and max, but low and #2 didn't do squat. I pulled open the dash and looked at the switch, it looked fine, I cleaned it a little but didn't really need much attention.
When I turned the switch from off to low, and then back again, the relay made a click noise each time (I figured this meant that the switch was working fine because it was communicating with the relay). There was no noise or fan between low and #2, but then things start working when I switch it up to #3 and high. I pulled open the relay and granted I didn't really know what I was looking at, it looked beautiful, clean, and nearly brand new. Should I just replace the relay, or could it be something else causing the problem?
I've searched some of the forums on this but didn't find exactly what I needed; this was a great thread on repairing the switch, but my switch wasn't heating up and having the same problems, just the symptoms were the same.
Ideas?
AND.... since I have everyone's attention, while I had the dash off I was looking at the speedo console and all the lights. I never have the lights turn on for 'low fuel warning', 'seat belt', 'oil temp', and one other one I can't remember right now. I fiddled around with the lights in the dash and all the bulbs are working. Is this a situation where my model of 4runner didn't get those features built in? or is there a fuse burnt out? And where are the fuses for those lights?
