Head or manifold gasket.

Have 1994 3.0L V6-3VZE engine with antifreeze on both sides, under the valve cover and see it in piston 1 & 6. Water also got sucked up into the vacuum lines and found some in the air intake. Currently stripping the engine down and close to removing the intake manifold. I think my problem is a head gasket. So would a blown head gasket put water everywhere or could this be a intake manifold gasket problem?
