Head lights turn on AC

lights turn on AC
Title sums it up. I have a 95 4Runner who’s AC will intermittently turn on when I turn on head my headlights, sometimes blowing the TAIL fuse. Occasionally when I use the heat (and only the heat) I can smell burning coming from inside the vents. Any help is greatly appreciated, TIA!
