Head/cam question

Hello all...so I am in the process of building my engine and I have a question. The truck in question is a 1994 Toyota pickup 4x4 5speed 22re. The question I have is I just got back from the machine shop (accidentally stripped a cam bearing cap bolt...dooohhh) and im installing the newly purchased rv cam and it seems to be in there pretty tight, as far as rotating resistance. It can be moved but you have to work at it with two hands. The question I have is....is that normal????

I remember mine being kinda tight, is this with or without the damage cam cap on? if it's with it one try removing the damaged cap and turning again.
