Fuse for EFI blows

I have a 93 Toyota 4x4 that blows the fuse for the EFI. Does anyone have an idea what the problem maybe?

First check the 02 sensor wire. They are known to rub against exhaust and short out.

Mine did it because the VAFM was shorted out internally. Unplug it, replace the fuse and attempt to start it, it more than likely wont run but the point is to see if the fuse blows. If it blows again, its not that. I actually did this to everything on the circuit (unplug, replace fuse, attempt to start) because I didnt have a DVOM to check anything.
