funny speedo

I swapped my guage cluster on my 89 4runner for a sr5 one so I could have tach and such and I have questions.

My speedo runs a little slow. it's about 16km behind my actual speed up until 80 and then it's 20km behind for the rest of my range.

I would chalk this up to just having bigger tires (33's with 4.56 gears), except that my odometer and tripometer are only about 3-4% behind. I usually only read about 4 km less on 100.

The other thing is that the speedo doesn't rest at 0 when truck is stopped. It rests below 0 and doesn't really move much until I drive over 20km/hour. odometer still rolls though when going < 20clicks.

Is it possible I damaged the speedo unit somehow when installing? Was I supposed to adjust speedo arm to 0 before installing somehow?
