Fuel too Rich? Failed CO smog test.

. I got this thing rebuilt finally and then took it to get smogged, which I thought had been done prior to me getting it, and passed everything except the 25mph CO test, where I tested 1.62 and the max is 1.3 or something. The guy, who was really cool, said he thought my compression might be poor due to a bad valve job. However, I checked the valves and their clearance is fine. Does anyone have any good suggestions for this? I really need it to pass this thing. I would really appreciate all ya'll help.
