Front heater defrost setting

Hey guys and gals.
So i fiannly decided to tear into my dash heating piping and see whats up with it. Here's the problem, when it gets pretty chilly out and i'd like to defrost my front window it bearly works. works enough so i can drive, but other than that.. its pretty weak. So i have the dash apart and im moving the linkages making sure nothing has broken came loose since last time i replaced the entire dash heater controls. And i cant seem to find anything with it, could it be something inside that box? ( where it directs where the heat goes where) The only time i can get some good flow out of it, when its on in-cab recirc air with front defrost. But if i take it off incab and select freshair, it hardly blows...

Im kinda stumped.. any ideas?
