Fluctuating Timing

Ok so rack your brains with this one. I installed the timing belt as specified in the FSM, rotated the assembly 2 times and the marks lined up. rotated the assemply 2 more times and the marks lined up again. Well when i try to set the timing with the timing gun, the mark on the crank pulley fluctuates back and forth from 10*BTC to 5* or less. From what i understand this is not normal. Shouldnt the timing mark be at exactly 10* steady? Pretty much everything on this engine has been replaced. Help me out folks

timing shouldn't be jumping around... but if the TPS is faulty or isn't adjusted properly that could happen.

if the ecu doesn't get the IDL signal (saying the throttle is at fully closed) from the TPS it won't go into the proper mode to let you adjust the timing.
