Exhaust manifold question

Can one of you smart guys answer a question for me? My 22re head has the keyhole shaped exhaust ports. But my stock manifold covers up the top part of the "keyhole" with the flange. Its as if my manifold is for a 22r, which wouldn't surprise me.
I'm no rocket scientist, but it sure looks like the manifold is restricting the exhaust flow out the head. Sorry I don't have pics...I'm at work.
Is this normal, or do I have the wrong manifold?

Sounds right to me. There needs to be holes where the PAIR system to let air into the exhaust, and it just so happens the PAIR piping connects to the flange above the manifold.

My '86 aparently has no PAIR piping. It has 2 steel plates that cover the holes at the top of the manifold flange. Are all 22re's supposed to have a PAIR system or is it a regional or year specific option?
